I am writing to bring to your kind attention a matter regarding delivery of passports which was taken up during a meeting held on 03/01/24 between Ministry of Home Affairs and Ministry of External Affairs at North Block, New Delhi. An email dated 18/01/24 regarding the same has also been sent by the Ministry to the Department of Post (copy enclosed for ready reference).
2. A reference was made in the meeting regarding delivery of passports to applicants which is a sensitive issue from the point of National Security. Passports are booked through speed post services of Dept. of Posts and the envelopes used by MEA for dispatch of passports mentions Passport to be delivered to the addressee only, not to be redirected and if not delivered, please return to the sender.' Hence, delivery of speed post articles containing passport is address and receiver specific.
3. In view of the above, it is requested to kindly sensitize the concerned officials of DoP involved in the process of delivery of passports through speed post. It may kindly be ensured that officials follow the promulgated guidelines/instructions on the subject issued from time to time in letter and spirit, so that passports are delivered either to the addressee or his/her authorized representative.
