Children Definition in CEA

• The term “Child” refers to an employee’s biological child, stepchild, or adopted child who is entirely dependent on the Central government employee.

Educational Criterion for CEA Eligibility

• Children enrolled in Nursery to Twelfth grades are eligible for CEA, covering classes one through twelve and two classes before the first grade.
• Eligibility applies to children studying in recognized schools or institutions.
• After completing the 10th grade, Diploma and ITI students are also eligible for CEA.

Children Education Allowance Eligibility Age Limit

• Children must be under 20 years of age or have completed 12 classes, whichever occurs earlier.
• No minimum age limit for children enrolled in nursery classes.
• Previously, there was a minimum age limit for physically challenged children, but it was removed on February 21st, 2012.
• Maximum age limit is 20 years for normal children and 22 years for physically challenged children.

Children Education Allowance Exemption

• CEA and Hostel Subsidy (HS) exemption limit: Rs. 100 per month per child, up to a maximum of two children.
• Current rate of CEA: Rs. 1000 per child.
• Tuition fees paid to any educational institution in India for full-time education of two children can be claimed for deduction under Section 80C, up to Rs. 1,00,000.
• Total exemption limit for CEA and HS: Rs. 1200 per year.
• Relief can be claimed under Section 89(1) for previous year’s allowance.

Children Education Allowance (CEA) and Hostel Subsidy (HS) Rates

The Child Education Allowance (CEA) and Hostel Subsidy (HS) rates have been updated with effect from 1st July 2017, based on the 7th CPC recommendations approved by the Government.

Current Rates:

• CEA: Rs. 2250 per month
• HS: Rs. 6750 per month

Reimbursement Details:

• Parents can claim reimbursement for only one of their children.
• For CEA, a bona fide certificate from the previous academic year’s school is required.
• For HS, a bonafide certificate detailing boarding and lodging expenses is necessary.

Additional Information:

• Rates are increased by 25% every time the Dearness Allowance (DA) reaches 50%.
• CEA and HS are doubled for differently-abled children.
• CEA scheme applies to children from nursery to Class XII.
• CEA can only be claimed for the two eldest surviving children (twins/multiple births excluded).
• CEA and HS application forms are available for download in Word or PDF format.
• There is no time limit for reimbursement claims.

Bonafide Certificate for Children Education Allowance (CEA) Reimbursement

To claim reimbursement of Child Education Allowance (CEA), government employees are required to provide a Bonafide Certificate. This certificate serves as confirmation that the child was enrolled in the school during the previous academic year.

Requirements for the Bonafide Certificate:

• The Bonafide Certificate must be issued by the Head of the institution for the relevant period.
• It should confirm the child's enrollment in the school for the specified academic year.

Alternative Supporting Evidence:

If a Bonafide Certificate cannot be obtained, government employees may submit the following self-attested documents as supporting evidence to claim CEA:
• A self-attested copy of the report card for the entire academic year.
• Self-attested copies of fee receipts covering the complete academic year.

It's important to ensure that the submitted documents are authentic and provide the necessary confirmation of the child's education for the reimbursement process.
