We are writing to you to address a critical concern regarding the 3A povision in the GDS (Conduct & Engagement) Rules 2020. Our union Strongly urges the removal of this provision for the following reasons.
Firstly, it is important to note that the department of post, as well as the Hon'ble Supreme Court, have both recognized that GDS (Gramin Dak Sevaks) hold civil posts Therefore, is only fair and just that all the rights and duties granted to holders of civil posts should be applicable to GDS as well. Hence, it Is imperative that the 3A provision be removed.
Secondly, as of 1-01-2023, there are approximately 2.78 Lakh sanctioned posts of GDS. Additionally, on 24-03-2023 ,the Ministry of Finance approved the creation of 5746 new Branch Postmasters (BPMs)/Branch Offices (BOs) and 7082 new posts of Assistant Branch Postmasters (ABPMS). With such significant growth in the GDS workforce, it becomes even more crucial to address their rights and duties comprehensively by removing the 3A provision.
Thirdly, it is important to consider the changing scenario in which GDS operate. previously, GDS operate, previously, GDS solely worked for India Post. However, at present they preform duties for two establishment, namely India post and IPPB ( India Post payments bank ). This evolving dynamic necessitates an increase in the working hours from the current 4 hours to up to 7*8 hours. our union firmly believes that this adjustment is necessary to ensure the smooth and efficient functioning of GDS units.
Therefore, considering the points mentioned above, we request the removal of the 3A provision in the GDS (Conduct & Engagement) Rules 2020 as early as possible. This step will align the rules with the recognition of GDS as holders of civil posts and account for the increased workload due to the involvement of GDS in multiple establishments. these changes will not only benefit the GDS but the masses as well.
